They need to be together again, so Jack, Kate, Hurley and Sayid were sent to the last place Sawyer and his group were sent. But Sun, Ben, Frank and Locke didn’t. Here’s what I think:
Ben can’t meet himself, it never happened the first time, so according to Faraday’s rules it can’t.
Sun was pregnant before she left, and didn’t have Ji Yeon with her when she came back. I think that’s why she didn’t travel to 1977 with the rest, she didn’t have “all of herself” with her.
They needed Frank to safely land the plane on the island, saving the lives of Sun and Ben, and the innocent people on the plane.
I think Locke didn’t go because whatever causes the island to kill mothers and revive certain dead people like him hasn’t happened in 1977, because we saw Amy give birth fine.
