A dipole is usually half a wavelength and center fed. It requires no counterweight or floor mat to work. The support is irrelevant. Use what may be on the job best. A telescopic rod is not as stiff as a tower can bend with the weight of the dipole. Best height for the dipole is about one-quarter of the wavelength at the band of interest (in your case, 5 meters). More would not hurt, but an effect on the impedance (resonance if, as is the nature of the soil under the dipole). Height impact and the launch angle (for DX purposes, the lower the angle, the better). See here: http://www.qsl.net/aa3rl/ant2.html you will notice, not your height is optimal (0.6 wavelength or 23-26 degrees, which some high). You should consider a vertical, which has a better launch angle (although it will need a good system ground).
